Abstract


After two decades of rapid development , China 's asset appraisal industry is growing , and prevent the loss of state assets for the reform of state-owned enterprises , improve the socialist market economic system and sound development of the national economy has made ??an outstanding contribution . The asset assessment laws and regulations promulgated by the China has more than 200 items, their implementation has played a positive role in enhancing asset management . However, due to the high level of legal effect , departmental regulations excessive and complicated, the legislation targeted to decline . The lack of a unified legal norms for asset evaluation , creates a barrier to the asset assessment management , evaluators practicing activities be restricted , affecting the healthy development of the industry to assess . Asset assessment of the legal system to study and explore the great significance . In addition to the introduction and conclusion , is divided into four parts. The first part of the background and development stage of the assessment of the assets were summarized , and basic concepts of asset evaluation and legal characteristics were analyzed . The second part by the parsing of the the assets assessment laws and regulations of the different countries , industry guidelines to provide a reference for the construction of the legal system of our assets assessment . Part III focuses on the legal regulations and industry guidelines of our assets assessment to identify the many problems that exist in the legal system of our assets assessment . Part IV combined with our assessment of industry development and foreign assessment practices and proposed countermeasures to improve the legal system of our assets assessment is necessary to develop a unified legal asset evaluation and system assets assessment criteria , but also to standardize the assessment of liability of the parties .
