Abstract


Supply mechanism of rural compulsory education from the Perspective of fiscal decentralization . Since the reform and opening up , especially in the process of reform of the financial system of the country , the main supply of rural compulsory education finance after several adjustments seek game between a dynamic balance between central and local . Fiscal decentralization system , compulsory education in rural areas in the exploration forward in development in the twists and turns . Established step by step in the process of fiscal decentralization reform the the three educational system \With the increase national public finances of the three rural support efforts to increase investment in compulsory education in rural areas . National public financial support the development of rural compulsory education has brought new opportunities , but too many long-standing history of outstanding loans , the reality of institutional mechanisms are perfected , compulsory education in rural areas in China , there are some problems in the financial supply mechanism . Compulsory education in rural areas of the financial supply mechanism should play a central government and provincial financial support multiple channels to raise development funds for compulsory education in rural areas , improve the supply of rural compulsory education finance mechanism . The paper is divided into four parts : the first part is the introduction of the basic concepts , analysis of public finances and the general theory of public goods , and to define the attributes of the compulsory education in rural areas ; second part describes the fiscal decentralization and rural compulsory three the formation of the school system ; pointed out the existing problems in rural compulsory financial supply mechanism ; fourth part of the ideas put forward a sound financial supply system of compulsory education in rural areas .
