Abstract


Of rapid social and economic development , and constantly improve the labor market , labor flow , promote economic development, an important factor in optimizing the allocation of human resources . At the same time, as the mobile workforce is an important part of informal employment labor force has also been rapid development. However, the problem of social insurance for people in informal employment is also increasingly emergent , this has affected the healthy development of informal employment , on the other hand also reflects China 's social insurance system is not perfect , unfair , which coincided with labor security undertakings deviates from . In this paper , based on the analysis of the domestic theoretical research to Beijing in informal employment social insurance status survey for the cases analyzed social insurance status and characteristics of people in informal employment ; through Beijing, Shanghai and several other cities . social insurance policies for people in informal employment , learn from foreign non-formal employment to the implementation of the social insurance system , the recommendations of informal workers social insurance system in our country to promote the transitional institutional arrangements . This paper argues that informal employment groups as part of the national , should have an equal right to social security . Promote the construction of the transitional system , the establishment of social insurance for urban workers , the new rural social insurance system convergence , making it the fourth largest social insurance system co - exist with the first two and government organs and institutions pension system . In this paper , the establishment of the transitional system should be unified in informal employment range , raising the level of the individual as the main social insurance contributions , improved transfer and continuation of the basic ideas , contains lower payment rates , introduction of more flexible payment method that allows to participate in the basic medical insurance, industrial injury insurance in their personal capacity . Finally , this paper proposes the establishment of the transitional system of safeguards .
