Abstract

Agricultural insurance is an important part of the national industrial policy, the WTO allows for one of the agricultural subsidies of \Due to the failure of agricultural insurance in the commercial operation of the countries, many countries had to intervene in the agricultural insurance market through subsidies policy, targeted at the agricultural insurance policy insurance and to clear agricultural insurance legislation policy objectives. Usually developed countries focus on social security in rural areas (social welfare) system of the building, taking into account the development of agriculture; developing countries is to improve the welfare of the farmers, promote the steady development of agriculture. Although China has not yet specialized agricultural insurance law, but the amendments promulgated by the National People's Congress in 2002, \Agricultural Insurance System. Document No. 2008 clearly stated: to protect the supply of agricultural products and the need to mobilize their enthusiasm, to co-ordinate research important agricultural subsidies policy. Shows that at this stage of agricultural insurance pilot stable agricultural and rural economy, increase farmers' welfare as the goal. This article is from the point of view of the farmers' welfare through empirical analysis, agricultural insurance in a different way of subsidies, the impact on the insured farmers as well as social welfare, to provide a reference for the choice of the legislative goals of China's policy-oriented agricultural insurance. This article based on the study of the welfare of the agricultural insurance subsidies, from the point of view of improving the welfare of farmers, the analysis of the management fee subsidies the government to give farmers premium subsidies and business entities under two different way of subsidies, agricultural insurance the insured farmers as well as social welfare, efficiency as compare different government subsidies, to analyze the impact of factors, leading to the conclusion. In this study, the welfare economics analysis method, thereby affecting the welfare of the insurance market players through the government subsidies role in insurance prices, the use of consumer surplus, producer surplus and social surplus measure the main welfare changes of the agricultural insurance market. According to the survey, the the field interviews obtained first-hand information, as well as other informative data, qualitative and quantitative research combined, and conducted in-depth analysis and discussion of the theory and practice of China's policy-oriented agricultural insurance. The main contents and conclusions are as follows: first, to explore the theoretical basis of the government support for agricultural insurance. Use of welfare economics theory, analysis of the welfare impact of government subsidies of agricultural insurance supply and demand sides, pointed out: lowest insured rate limit, compared to no supply constraints, the government provides subsidies to promote the potential demand in the supply of agricultural insurance achieve, helps insurance companies to carry out agricultural insurance business, to increase the welfare of farmers. Therefore, the government provides financial subsidies for agricultural insurance is necessary. Second Xingshan County tobacco insurance, respectively two by way of subsidies for farmers welfare, social welfare, and the insured rate subsidies through premium subsidies and the operation and management costs, analysis of the efficiency of the subsidy. The main conclusions are: premium subsidies compared to the operation and management costs of subsidies, bringing a greater degree of increase in the rate of increase in the welfare of farmers and insured, but the two types of subsidies will bring a net loss of social welfare. From the goal of maximizing farmers welfare point of view, at this stage the government subsidies should be based, premium subsidies as well as the operation and management of insurance companies to provide a certain degree of cost subsidies, to enhance the power of the insurance company to carry out tobacco insurance. Third, from the point of view of the demand for agricultural insurance to investigate the factors influencing the efficiency of government subsidies. The main conclusions are: the main factors affecting farmers' willingness to pay the farmers trust of the Tobacco Insurance cognitive and insurance companies, family net income of farmers Tobacco Insurance willingness to pay for the impact is not obvious, further relying solely on government subsidies stimulate demand for agricultural insurance to reduce premiums to the effect is not obvious, the low efficiency of government subsidies. To improve the efficiency of government subsidies, in addition to the support of government subsidies, but also requires farmers to increase awareness of the importance of tobacco Insurance and insurance companies to improve the quality of service, the joint efforts of the tripartite body. Fourth, the empirical analysis of the efficiency of agricultural insurance subsidies, agricultural insurance subsidies brought social welfare net loss, but farmers welfare and increase the demand for agricultural insurance.
