Abstract


With China 's greenhouse gas emissions continue to rise , China is facing increasing pressure to reduce emissions . In the mitigation of climate change , forestry carbon sequestration has great advantages in cost and effectiveness . In the allocation of resources , the market mechanism is recognized as the running costs are lower . Based on this , the text of forestry carbon sequestration supply system , hoping to provide an alternative for the establishment of forestry carbon sequestration supply system reference ideas ; while exploring the forest value of market-oriented economic growth to win greater emissions the space means ; while improving people 's understanding of the unique position of forestry in combating climate change . This paper is carried out on the basis of property rights theory , emissions trading theory and institutional theory literature method , qualitative and quantitative analysis methods, and empirical analysis and normative analysis on the development of the international carbon market with the U.S. Forestry Carbon Sequestration trading market situation , summed up the main practices and development experience , thinking about the four learn from China's development of forestry carbon sequestration supply system . Analysis of forestry carbon sequestration supply potential of forestry carbon sequestration potential supply capacity is sufficient , as long as the mechanism is running properly , the market potential can play . Based on this, the design of the supply of goods of forestry carbon sinks on operating rules , build the run mode , and price situation , the government functions and external conditions . Finally, the text on the basis of the study come to three conclusions : (a ) the United States market for the establishment of forestry carbon sequestration supply system has four revelation ; (b) Establishing the conditions of forestry carbon sequestration supply system is taking shape ; ( c) the establishment of forestry carbon sequestration supply system requires a series of institutional guarantees .
