Abstract

Eco-tourism as an emerging tourism industry in the global universal attention, and the development of eco-tourism has an important position and role of sustainable development in the region. The Baoxing bit at the ecotourism large ring on an important connection point, has a special location advantages. Scientifically establish evaluation index system of eco-tourism development potential, objective and comprehensive evaluation of the the Baoxing eco-tourism development potential, rational development and use of eco-tourism resources, promotion of the Baoxing eco-tourism and healthy development of an important foundation. This paper uses the Analytic Hierarchy Process to establish the evaluation index system of eco-tourism development potential, the initial evaluation of the introduction of the welfare system to the evaluation system, establish evaluation model for multi-objective linear weighting function, and the use of evaluation and model, for the first time on the Po Xingxian the eco-tourism development potential of a comprehensive evaluation. Of the main problems in the the Baoxing eco-tourism development process and proposed the corresponding countermeasures and suggestions, the results provide a fundamental scientific reference for Baoxing and similar areas of eco-tourism planning decisions, has some theoretical practical value. The main conclusions of the article, and characteristics reflected in: (1) the potential for eco-tourism development is a multi-factor, integrated dynamic system, including natural, protection, management, experience, including welfare subsystems interact when airspace coordination and development changes. Which, naturally, the protection system as the basis for the development of eco-tourism is a symbiotic relationship; experience, the welfare system is the purpose of the development of eco-tourism; management system as an eco-tourism development coordination factor, a virtuous cycle propulsion system. Potential for eco-tourism development evaluation index system goals, decision-making, elements and indicators constitute a hierarchical framework, decision-making, including: five decision-making; natural systems, protection systems, management systems and other elements of layer quality of tourism resources, landscape and environmental quality, ecological environment the protection 12 elements; indicator layer 28 indicators including ornamental recreational value hierarchy, the literary value of the science of history, the scale of resources, a combination of chance. (2) Baoxing eco-tourism development potential evaluation results: 2007 6.4725; 2008 6.4829, a slight rise in quasi-eco-tourism-based potential development phase (containing pure eco-tourism, there is a pan-eco-tourism). This is a transitional stage, based on the level of quasi-eco-tourism, but it is three forms simultaneously exist in a single form or different combinations of different tourist attractions showing a single stage, and in one or more tourist attractions or different stage portfolio of eco-tourism potential for the development of the state. The Baoxing eco-tourism development potential score descending sort of evaluation of the decision-making system: natural systems - protect the system - management system - experience the system - the welfare system. Visible Baoxing County high-quality eco-tourism resources and the natural environment that the enormous potential of the eco-tourism development, visitor experience with the welfare of the community and local management inherent potential to be further explored. (3) the Baoxing ecological tourism development issues: environmental protection and economic development of the conflict, threatening the the Baoxing eco-tourism development; integration of tourism resources and market brand strategy confusion, lack of the Baoxing people of ecotourism; inadequate government support, the Baoxing eco-tourism infrastructure construction is relatively weak; bull management authority and responsibility sharing, the low level of management can not meet the demand for the development of eco-tourism; the Baoxing ecological tourism professionals scarcity, environmental education and guided tour services relative weak; \(4) combined with a comprehensive evaluation of the results, and the Baoxing suggestions for the development of eco-tourism should include: \partition, to seek scientific development of eco-tourism; learn from foreign advanced mode, the top-down vertical management; strengthen personnel training, to build a comprehensive travel pool; boost confidence, overcome resistance, comprehensive scientific reconstruction, efforts to restore Baoxing vitality; ecological tourism first, to promote the the Baoxing the tourism disaster recovery and revitalization.
