Abstract


Science Foundation in the continuous improvement of the status in the eyes of the majority of scientists , reporting the number of the Fund increased year by year , the impartiality and objectivity of the fund project review even more by the concern and attention of the people . Reasonable choice of evaluation experts , project evaluation , objective and comprehensive focus on the content of the fund project review , the purpose of this article is that for expert evaluation and experts and related analysis , a reasonable choice of project evaluation experts ; through the establishment of comprehensive evaluation model of the project , objective evaluation of the declaration of the project , in order to ensure the impartiality and objectivity of the fund project review . The Fund assessment system Fund assessment of the effective implementation of the important means of how to improve the system function, improve the operational capability of the system is to establish the specific requirements of the fund project review system to ensure the effective operation of the system , to improve the efficiency of the Fund RAE need to have a fair and objective review with the Fund , the corresponding theory . First, through the analysis of the Fund RAE , combined with the actual project experience , to be resolved in the fund project review and improve a number of key issues , analysis of the content and meaning of these problems . Then, according to the specific needs of these issues , based on matter element analysis theory proposed project to project similarity calculation method and the method of the calculation of the correlation between the experts and the project , and the establishment of an expert evaluation index system for based expert evaluation model based projects and project evaluation index system of comprehensive evaluation model . And the introduction of these theories to the Fund RAE Fund RAE project to review the qualifications , selection of evaluation experts , project evaluation and project integration method , and verified by an example in this article theoretical approaches its validity and practicability sex . Finally , the paper design and run the fund project review system based on the above theory , the architecture of the fund project review system , and gives the fund project review system in Liaoning Province, database functions example .
