Abstract


The right to education is a basic right enjoyed by citizens , education rights and obligations of Article 46 of the Constitution clearly stipulates that \For minority citizens , the right to education is both a citizenship, but also a nation the right to protect the realization of this right , whether it is of particular importance to national or ethnic minorities themselves have . Protection of the right to education of minority citizens is the inevitable result of implementing the national ethnic policy and the national legal system ; national stability and development of the fundamental requirements ; direct reflection of the harmonious society ; necessary means for development , prosperity and national culture ; minority citizens basic guarantee of the equal right to life and the right to development . This thesis is based on the theoretical research and actual survey data support the use of multidisciplinary analysis , legal comments on the legal protection of minority citizens the right to education , the right to education for our minority citizens the improvement of the legal protection recommendations . Thesis is to proceed from the general theory of minority citizens the right to education , the first discusses the concept of the right to education of minorities , content , features and security significance ; then , the legal protection of the right to education abroad minorities compared , respectively discourse the actual situation of the United States , the United Kingdom , Australia, protection of minority citizens the right to education legislation and their respective characteristics , and learn from the experience and lessons of China, summed up ; then pupils the right to education in the investigation of the Xiangxi Tujia and Miao after , through the analysis of the survey data , summed up the inadequacies ; making practical recommendations and measures for the legal protection of China 's ethnic minorities the right to education defects .
