So, How to design the project process, guaranteed that this project completes the project construction smoothly and achieved the project goal becomes very important.This paper first introduce the related knowledge and the development process of mobile communication technology and the BOSS system in the first chapter, explained the BOSS system needed to develop along with the mobile communication technology development, elaborated the related background of A Jilin Mobile Communication Corporation NGBOSS Project construction, then analysis the NGBOSS project construction’s necessity and feasibility, and determine the NGBOSS project construction was necessary and feasible.In the second chapter, study the NGBOSS project from three aspects :the cost control, the scheduled plan and the quality improvement, determine the project construction goal and the request.
