Abstract


Property management is the new integrated services industry with the socio-economic development and housing reform . Is an important part of the community management of urban management . Property management industry in China after 20 years of development , their ranks growing , expanding coverage . Property management involves many departments and main contact with the owners , residents and is very close , a very high degree of social concern , and our property management policies and regulations are not sound institutional mechanism is imperfect , so that the property management conflicts and disputes very prominent and affect the stability of the cell , and hinder the healthy development of the property management . This paper lists and carding status and type of residential property management conflicts and disputes , and a brief analysis of the causes of more developers problems left over from the property management business management is not in place , the lack of work experience in property management , service management level is not high ; ; needs to be strengthened supervision and coordination of government departments , non-standard operation of the owners' meeting and the owners' committee , is not enough awareness of the owners ' self-discipline and self-management factors need supporting and improving the relevant laws and regulations , resulting in property management conflicts and disputes frequent , become in recent years to the owners and the focus of complaints from residents , to cause property management complaint rate is always at the forefront of various industries . Contradictions and disputes for property management , we propose the corresponding countermeasures and suggestions , combined with the actual in Shanghai , clearly different from the main body of the government departments , property management companies , property owners , and the owners' committee , developers carry out their duties , coordination integrated management recommendations and countermeasures . Meanwhile on the basis of mechanisms and methods of resolving and dealing with contradictions and disputes , to provide protection for an effective solution to the disputes of property management , enhance the level of property management , to create a harmonious community environment .
