Abstract


In the 1980s the "new public management", "government reengineering" movement raised in a western countries, brings deep influence to traditional government management concept and mode. Its essence is the changes from government tool, through introducing market mechanism, using marketization tools to promote the transformation of government functions and improve the management of performance. Market-oriented tools used in our government management, the choice also in existing circumstances, by economy, system and culture, the government of existing management ability factors, our government in examining and choose marketization tool, except for some definite quantization standard: public benefit maximization standard, fair standards, pareto standard, communication standard, its selection process but also by the policy goal, tools themselves attributes, tool select the environment and organization operation condition of influence. A market-oriented tools to effectively implement, need a standard reasonable system arrangement and perfect legal constraints, in view of the present market situation and problem of instruments, puts forward the marketization tools selection and evaluation process : tool design, tool evaluation, tools running environment improvement, etc.Our government introduce marketization tools in some public services ,who have obtained the effective results, also proved the feasibility of marketization tool in our government. But China’s national conditions also restricts the application and development of market-oriented tools. Comparing the differences between Chinese and western reform, cultural differences, ideas difference, the marketization of in our government tools selection and application process to insist on instruments, do localization strategy tool rationality and market-oriented tools of public management combining value rationality, through reasonable system arrangement and technical support to achieve its effectiveness of government management in our country.
