Abstract


As western new public management and government reengineering movement’s rise, the western countries began to some of the enterprise management theory and method of application to the public sector, hope that through industry management among some successful experiences to change the current government bureaucracy, corruption, encountered a low efficiency of problem, performance management in enterprise management of a comparatively successful management theory is introduced to the public sector, in western countries among many of the administrative management of already in use in enterprise management performance management related theory, including more representative have Britain, America, Australia, Singapore and other countries, no matter from theory and practice, the performance management mode in western countries are more tend to standardization, matured. Our country from 1990’s using western public sector performance management experience, and gradually to the performance management applied to the appraisal organization and employee, among which department of urban has made some achievements, government performance management has become China’s administrative reform important component.The balanced scorecard (BSC), a harvard professor Robert kaplan and David ? NORTON invention, at first for enterprise of cascade after public sector is introduced to the center, the balanced scorecard is a successful performance management model, is currently among the more advanced international, systematic theory, for ourcountry’s performance management has a strong guidance, currently HaiLinShi and sichuan CCCCP have WuTongQiaoOu as the leshan pilot unit, explore into the balanced scorecard among party and government organs.This paper focus on government in performance management in how to build systematic balanced scorecard index system and spread, through the use of for the balanced scorecard.
