In recent years, due to both the global financial crisis and industrial structure adjustment in home, a number of rural labors migrated from urban city to their countries, trying to establish their own business. The phenomenon of rural labor force’s migration definitely will affect the development of the local economy, what is more important, it will have serious influence on the social security. However, the returned rural labors still encountered various difficulties when setting up a business, as to the government, it is an emergent and important task to know how to help the rural labor forces to establish business successfully.Therefore, this article mainly studied how to improve the government services for the entrepreneurship of returning rural labor forces. First of all, it made a defining about the migration of rural labor force, entrepreneurship of returning rural workers, together with government services. Meanwhile, the article made a sufficient theoretical analysis of the definitions mentioned above from abroad and home.Secondly, the paper briefly summarized the current situation of the government services which were provided to the entrepreneurship of rural labor force, combined with some quantitative analysis with data obtained from various research reports. Besides, the paper made an selective analysis of the main problems in the government services from five aspects, such as the government’role, supportive policy making ,service performance evaluation, etc, and made a deep exploration of the roots of the problems.Finally, this paper put forward setting up government services’system from two aspects, namely, from the vertical and lateral levels. As to the lateral level, it would be necessary to make clear functional division among the central government, the provincial governments and grass-root governments, forming a cohesive force. As to the vertical level, this paper proposed that the government should improve their services from fives aspects in order to enhance the effectiveness. Furthermore, this article also suggested that government should allocate their services according to the different stages of entrepreneurship of returning rural labor forces, such as the launching, development, and reward stages, fulfilling the potentials of the limited public service resources.
