Abstract


China is the world suffered one of the largest natural disasters . Into the 21st century , the natural disaster events frequently has become inevitable in the social life of the major challenges , how to build a fast , durable , ordered disaster relief mechanism to respond effectively to a variety of natural disasters , how to reduce disasters bring substance and spiritual loss , we are faced with a major issue . Government as a provider of public services and public affairs manager , played a leading role in disaster relief . Emergency departments and professionals of the minority government forces alone are not enough , you must also have the participation and support of the social forces , in order to effectively implement disaster relief . NGO civil society as the organizational entity , with its unique advantages assume that the government can not do and do not want to do , do a lot of work bad , effectively compensate for the deficiencies of the Government in the public administration and public management , involved in disaster relief plays an increasingly important role . China is now in a critical period of economic transition and social transformation , how to give full play to the role of non-governmental organizations in disaster relief , become important issues to be addressed in China 's disaster relief system This article is based on non-governmental organizations discuss participation in disaster relief .
