Abstract


The CHS had an gradual improvement in the last years. At present, the CHS nets have been established all over the cities, which can provide integrated CHS, and its management is integrated and systematic. Performance Evaluation of CHS is a comprehensive way of CHS review its status、process and outcome measures. It has great significance to improve the Allocation efficiency of health resources, the service efficiency and the quality. Scientific way of performance evaluation is the basis for the community health services performance evaluation, however, the existing community health services is still a lack of performance evaluation index system of scientific, regulatory and applicable. This study was designed to establish a scientific, standardized and effective community health service performance evaluation model.This study begins with the background, purpose and meaning of the study, the content and methods are briefly relevant researches reviewed; Then, the theoretical basis which relates to the performance evaluation of community health services and the theory’s application in the medical institutions and community health service system at home and abroad; Later the core of this study,that is, the establishment of index system of community health service performance evaluation and the ascertain of weights of the various indicators; And then, in the procedure of empirical studies, taking Zhenjiang for example, this study made performance evaluation on community health service system of Zhenjiang. Finally, some policies were be provided to improve and develop our community health services based on the status of community health services in China.The community health service performance evaluation index system established by this study used a representative performance evaluation, showing high quality of science-based, applicaYility and normativity. Taking this system as the basic evaluation method, this study comprehensively assessed the inputs, procedure, and outputs of Zhenjiang community health service. It shows that there are still deficiencies in aspects of service function and efficiency.
