Abstract


New type of rural cooperative medical care in the construction of Guizhou county to a certain extent to solve the majority of farmers due to the economic difficulties of coverage , provides basic protection for their production life . But the process of building , due to backward economic development and institutional reforms lag , the slow development of culture and education , the process of building information difficult and ineffective policy advocacy and other factors , making poor county in the construction process of the new rural cooperative medical many urgent solve the problem. Summary of the existence of the problem : poor farmers ' ability to pay and the Senate combined consciousness the sense of responsibility of the local government does not support the absence of collective enterprises ; informal and the staff of the regulatory body is not strong sense of responsibility ; also pointed out that the compensation mechanism for scientific , medical service agencies low-quality problems and their causes .
