Abstract


Technology resources are a valuable asset of human society , has become the first economic and social resources, especially the era of knowledge economy , more scientific and technological resources in the economic competitive position . Therefore, the optimal allocation of resources, improve technology , scientific and technological resources to play the maximum efficiency, all countries and regions widespread attention. In recent years, Hebei Science and Technology has greatly improved , the state invested in science and technology funding increases every year, increasing the number of science and technology human resources , quality improvement , but the increase in technological resources still can not meet the needs of scientific and technological development , and science and technology , there are many problems of resource allocation . In this context , Hebei Science and Technology Studies optimal allocation of resources for improving the efficiency of resource allocation technology has great significance . In this paper, a careful study on regional scientific and technological resources at home and abroad on the basis of the theory , science and technology resources for the Hebei region input-output status , focusing on the use of quantitative analysis method of the urban areas in Hebei Province scientific and technological resources to evaluate and analyze the current situation : First of all , this paper describes a more comprehensive meaning of scientific and technological resources ; technological resource allocation theory ; including content, configure the system and configuration mode. Secondly, this paper describes the status of scientific and technological resources in Hebei Province , and from the science and technology investment and technology outputs two aspects of Hebei Science and Technology Resources Allocation evaluated on this basis , the results of in-depth analysis of the evaluation pointed out Hebei Science and Technology common problems of resource allocation . Again, Hebei Science and Technology This paper describes the general idea of ??optimal allocation of resources , including technology resource allocation objectives and principles . Finally, from the science and technology resource allocation mechanism , technological integration of human resources and science and technology and other aspects of financial resources into science and technology to optimize the allocation of resources in Hebei Province countermeasures and suggestions .
