Abstract


Scientific literacy means that citizens understand the necessary scientific knowledge, with the spirit of science and the scientific worldview and scientific attitude and scientific methods to determine , the ability to handle a variety of matters . Can be said that the rapid development of science and technology in the global environment , the level of scientific literacy of citizens directly determine a country, a nation 's competitiveness. To accommodate this trend, in 2006 the State Council issued the \\Where minors as builders of the future society , and its relationship to the scientific quality of the long-term development of the country and nation . Thus , a substantial increase of minors scientific quality, is a task of strategic significance . At present, China introduced a number and improve the scientific quality of the relevant laws , regulations and normative documents , to improve the scientific quality of minors to give a high degree of attention, but the lack of scientific literacy of minors legislative situation analysis and discussion , the lack of research related systems for minors scientific quality of this special group is not a complete legal support actions , can not meet the needs of future development of society . Goal of writing this article is to combine the relevant legal theory to analyze the scientific quality of Liaoning Province minors legislative situation , find out the legal issues, the use of legal means to resolve the problems, propose to enhance the scientific quality of Liaoning Province minors countermeasures . Text discusses mainly from four aspects : First, from the concept and scope of scientific quality , analyzes improve the scientific quality of the particularity of minors and legal foundation ; Second , combing through the system present, China and Liaoning Province on minors scientific quality of the legislation, find out the legal safeguards need to be perfected ; Third , more countries to improve the quality of minors scientific practices , summarize their advantages , Liaoning Province, to improve the scientific quality of minors legislation to provide useful experience ; the fourth , made ??in several areas to improve the scientific quality of Liaoning Province minors related legal advice.
