Family planning association (FPA) is an organization of service or commonweal. It is under the guidance of the government by the people in the community and voluntary activists organized to mobilize the masses of self-organization, self-management, self-service, to promote family planning and reproductive health of the people as the goal of social organization,It can not only plays a bridge and link between government,society,business,and have played an irreplaceable role in the implementation of the basic national policy of family planning.In the current transitional period,FPA become more and more important,but we also see that the so-called“wall of Association”,“Register association”and“nominal association”status also exist,the role of the FPA has not fully play out,there are still many obstacles to development,to further promote their development through reforms. Base on an introduction and analysis of the background and the current situation of the research in this area both internationally and domestically,the dissertation defined the connotation of period of social transition,non-governmental organizations,family planning,FPA,the dissertation also expounds the theory related to:theory of civil society to clarify the direction of development of civil society for the“big society small government”;relation between government and NGO Theory illustrates the cooperation model about FPA and government;Social Capital Theory to clarify the objectives of the development of the family planning association.Chapter There about“Overview and obstacles of FPA development”are introduced the process of the emergence and development,main features, the practical activities in recent years, and analyzes the main obstacles of FPA development.Chapter Four about“Solutions”offer some strategies to promote more effective FPA by using public management theory for the development of the main obstacles . Chapter Five about“Empirical Study– A district of Shanghai as an Experimental Case”assess the effectiveness of FPA reforms by using much methods,such as discussions,interviews,sample surveys and so on,then we get the conclusion of the reform direction:the government and NGOs should become a“partnership”and provide social services together. The dissertation will integrate theory with practice,trying to research and study social development model which to lead FPA becoming more effective and healthy development.
