Abstract

As the political system reform deepens continuously in China, our government are changing functions to meet the rapid developments of society’s public affairs. Some public services are transferred to social organizations gradually, especially in the process of community governance, which aims to achieve resource integration and raise the administrative efficiency. Community construction and reformation in Shenyang are on the leading position in the country. The independence and autonomy of social organizations are being enhanced,and play an important role in community governance gradually.In this paper, regarding the social organizations in Shenyang as the research object, based on extensive research and community development Research, to analyze the current situation of community autonomy model, and to put forward the concrete problems in the process of social organizations attending the community autonomy. As the social organizations in China develop late and have not got enough time to improve,social organizations have lots of problems, for example,weak independence and bad administrate ability as well as inadequate fund, all of which have a bad influence on carrying on its functions. through the research of these problems, to find out the reasons for it, and point out the residence come from two aspects:government and social organizations, especially lies in the trifle and deviation in role and function location. At last, based on the reference of New York and Singapore’s community governance, to put forward efficient proposals for Shenyang’s community governance.The paper consists of five parts:The first part is the introduction. The main topics and their significance for this are discussed, and then introduces the comprehensive domestic and foreign research situation about community governance, and give a clear introduction about the main thought, main research methods and probable innovations.The second part is to summarize the relative definitions and the governance theory. To definite the relevant social organizations, community, community governance, and to coincidence with the real paper research environment, as well as give a accurate location. Then to state the theory forming background and main content,which provides adequate theory support.The third part is to analyze the situation of the current social organizations’participate in community governance in Shenyang. The specific case analysis are based on Pingan East Community’s management practice and Xinhua Street’s practice that purchase public services from committee community. The conclusions reflect the main problems and deficiencies existing in the society organizations’s participate in community governance of Shenyang.The fourth part is cause analysis on the problems that Shenyang social organizations’participation in community governance in the perspective of governance theory.Furthermore, from three aspects like government, as the participation body of community governance,social organizations and community residents,this part mainly focuses on the problems such as the government’s excessive intervention and the organizational structure of its power operation , immaturity of social organizations and independence differences,participation consciousness of community residents, etc.;The fifth part is based on the full study of status of community governance in Shenyang and learn from New York and Singapore’s mature experience on community governance. According to the specific problems and deficiencies of Shenyang, proposed comments and suggestions from several aspects such as construction of the main structure, reform the power operating mode, strengthen the self-construction of social organizations and raise the level of community involvement.
