Micro-blog is a new type of blog based on Web2.0. Despite its emergence and development only just a few years, but it has expanded into business, politics, public relations, organization, journalism, social sports fields, and deeply into every corner of life. Today, the micro-blog is not only a personal self-expression and interpersonal communication tool, but also increasingly become an important means of information dissemination and public relations for government, enterprises and organizations. It is also quietly changing the people’s political participation way, commercial marketing methods, media mode and social interaction mode.In this paper, we mainly analyze micro-blog’s communication elements, form and functions, problems and countermeasures. In the first part, the reason on the topic, literature review, research methods and innovations are discussed. The second part introduces the relevant concepts of micro-blog, the development process of micro-blog at home and abroad, and the type of micro-blog. The third part analyzes micro-blog’s communication elements, showing the features of dissemination of subject, content, media, effects. Meanwhile, we also investigates the applicability and variability of communication classical theory in the process of micro-blog communication, such as gatekeepers and agenda setting. The four part summaries up micro-blog’s form and social functions in multivariate angle. The last part, we analyze the problems existing in the development of micro-blog in China in six aspects:false information, grounding thought, information redundancy, uncertainty profit model, potential security risks, regulatory difficulties. In view of these questions, the paper proposes five countermeasures: strengthening the guidance of public opinion, enhancing technical supervision, developing profitability models, establishing laws and regulations, enhancing bloggers self-discipline. We hope this research will profit the development of micro-blog.
