With the development of economy and the improvement of people’s living standards, video monitoring has become a popular social requirement. However, for the physical restriction of Internet access points, most video motoring systems can’t satisfy the demands that receiving motoring information anytime or anywhere. With the rapid development of mobile communication network and the smart mobile terminal technology, a better solution to this problem is making the smart mobile phone as the terminal of the video monitoring system.The implement requirements, advantages and present development of the mobile video monitoring system were introduced firstly. Then, main technologies of the mobile video monitoring was researched, and a design of mobile video monitoring system based on Symbian OS was proposed combined the features of both video monitor and Symbian OS system, detail illustration on the design and implement method of the modules in the system were given, mainly including network transmission module, data receiving and processing module, interactive control module, video/audio decoding and playing module and the user interface module. In the network transmission module and data receiving and processing module, two strategies based on TCP and RTP protocol respectively were designed for different ways of wireless network access, such as 3G, WLAN and GPRS. In the interactive control module, alarming message monitor and remote pan control were completed. In the video/audio decoding and playing module, videos in H.264 format and audios in ACC format can be decoded, and the decoder was optimized which can provide a better result. In the user interface module, two versions of UI were designed for Symbian S630 3rd and S60 5th respectively. The system software was tested in smart mobile phones, the result shows that it implements the core functions of a mobile video monitoring system successfully, the video/audio can be decode well.This subject designed a video monitoring terminal software based on Symbian 60 system, which satisfied peoples’demands on getting video monitoring information anytime and anywhere. With the popularity of smart phones, it will be beneficial to the popularizing of video surveillance, and the result can be extend to business such as video session, VOD and hydrographic survey, meanwhile, it can be used for studies on video monitor as a reference.
