Abstract


Ancient Villages has a profound historical connotation and cultural heritage , the vivid and intuitive reflect the origin and development of the 5,000 years of Chinese civilization , constitute an indispensable part of China 's ancient civilization . The number of China 's ancient villages , widely distributed, and many historical and cultural village town known as the \With the rapid economic development and the prosperity of tourism in the face of the ancient towns and villages has also undergone a change , especially those with historical value , artistic value , cultural value and scientific value of tourism resources in corrupt or even fade away , but arouse our concern . The Ancient Villages is a special kind of public resources , and the value of diversity , complexity and diversity of the stakeholders involved in the protection process . The government holds the public power , and political resources to provide for the protection of ancient towns and villages . Therefore , the government plays an indispensable role in the ancient towns and villages in the protection process . In this paper, by analyzing the meaning and characteristics of ancient towns and villages , certainly the ancient towns and villages is a quasi-public nature of tourism resources . And on the basis of analysis of the property rights of the ancient villages and towns , the definition of the main subject is involved in the protection of ancient towns and villages , explore the ancient towns and villages in the protection process between the Government of the interaction between the Government and other protective body . Then with the new public service theory , to serve the public good , the rule of law , responsibility , interaction concept for the guidelines of the functions of government in the ancient towns and villages in the protection process re - positioning analysis , proposed that the government should assume the role of service providers in the protection . Finally argues that the constraints factor in the effective implementation of the functions of the service-oriented government , and put forward the corresponding improvement measures . I hope the research to provide a little thought to the Government a reasonable and effective protection of ancient towns and villages , the development of the ancient village tourism resources , promote local economic development .
