Abstract

In recent years, the bidding industry has made rapid progress in china and has an increasingly wide range of applications. But there is still something undesirable in it. On one hand, the black case work and accepting bribes occasionally happen in the bidding. To varying degrees, it will conceal and tarnish the opening, fairness and justice of the bidding. On the other hand, it brings some obstacles to the normal business modes of bidding for its verbose rules and regulations, complex process, long procurement period and high operation cost.With the fast development of internet application, the operations and business modes of industries are changing rapidly. Internet is applied in the bidding industry, and gradually forms a new business mode—electronic bidding (E-bidding), which greatly increases the value of bidding. As the enterprises in China are growing stronger and the business procurement categories and capital volume are becoming larger and larger, Sun Procurement becomes one of business important policies and cores. If enterprises want to adopt Sun Procurement, they have to make most use of the internet technologies and modern management theory and methods according to the enterprises’status quo to meet the principles of openness, fairness, justness and honesty. E-bidding is a way to realize the application of Sun Procurement. In this paper, four components are included:(1)Illustrate the advantages of E-bidding, the designing thoughts of E-bidding system, development and implement method and E-bidding application mode;(2)Elaborate the advantages of resources and technologies of applying E-bidding by analyzing the bidding development and application program established in a steel company bidding center; (3)Promote developments of targeting E-bidding system and optimum adjustment procedures to speed bidding procurement and offer the clients a better service plan;(4)Propose designing procedures of E-bidding system and implement plans, and describe testing method of the project close-acceptance phrase, such as function testing, interface testing, documentation testing, ect.There are five chapters altogether. In chapter one is about the background and significance of the paper and shows its basic structure. Meanwhile, it also deals with the ways and contents of the research. With the start of the electronic bidding system in the northeast steel company, the paper shows the concept of the bidding and the electronic bidding; the need of the electronic bidding system in the northeast steel company and its feasibility. Chapter three is about the process design of the electronic bidding system in the northeast steel company. It represents the business modes of the electronic bidding system, the process design of the electronic bidding system and its stakeholders and its stakeholder matrix. Chapter four is about the embodiment of the electronic bidding system. It represents the management measure, the risks of the electronic bidding system and the solutions and applications. Chapter five is the conclusion of the paper. It prospects the practice of the electronic bidding system.Through the study the components above, the paper proposes that, for a long run, the establishment of E-bidding system should follow the principles of overall design guidance and step-by-step implements. Meanwhile, E-bidding system is not only a set of system but also a set of management methods and policies. Bidding agencies should develop appropriate management policies in order to consolidate the process and be competitive under the severe marketing condition.The study reveals that, the proposed idea related to the establishment of E-bidding procurement is valuable to the bidding agencies.
