Abstract


Land and resources is a very important position in the national economy and social development, land and resources management sector in the country continue to strengthen macroeconomic regulation and control functions. Therefore, suffered to the research of the national territory resources information management, land management to value extensively, is one of the current investigative points. To more effectively carry out the evaluation of land resources survey, planning, management, protection and rational utilization of the functions of land and resources management departments at all levels must make full use of E-government to information technology-based tools, accelerate the development of land resources E-Government System. This is the only method for the realization of national land and resources management. With the implementation of project --china’s "gold" , there will be a growing number of areas into the procession for Construct of land resources E-Government System.。The article is based on land resources data sharing, makes a intensive research of design and implement of Land and Resources E-Government System, briefly introduce the concept, characteristics, development status of E-Government, as well as Land and Resources E-Government System development history of China. It is based on user requirements analysis, establishes the goal, function and requirements of the system, land and resources administration and Integrated Service Management, comes up with development principle, technical directions, establishes the configuration scheme of software and hardware of the system, as well as overall framework of the system, functional module, designs HeiLongJiang Agricultural Reclamation Land and Resources E-Government System and Database System. Moreover, elaborates all kinds of Land and Resources Administration operation application subsystem that is based on the database system, makes an analysis about the characteristics of land and resources existing data, sets up Cardinal Principles data integration, and make an analysis and contrast about three modes of data integration, establishes data integration method about land and resources. The research achievement is a beneficial attempt to give full effect to E-Government in Land and Resources Administration,and to provide the theoretical basis and reference for land resources of E-Government System , Further enriched Content of national land and resources of the construction of E-Government System, pointed out the direction for the next step the complete implementation。It has important directive significance and applied value on setting up land and resources E-government system and building information System of bureau and department .
