Abstract


Urban rail transit has the characteristics of large freight volume, fast, safety and less environmental pollution. Along with the accelerated process of urbanization in China and the advance of Western Development, traffic congestion has increasingly become a bottleneck restricting the development of national economy. In recent years, many major cities in China have been or intend to build a large scale urban rail transit. The network-like structures of metro lines have been basically formed in Beijing, Shanghai and Guangzhou.In other place such as Xi’an and Chengdu, the metros are in the planning and construction. As the characteristics of economic development, population structure and ancient city protection are different from the economically developed areas, urban rail transit construction and operation mode is in the exploratory stage in the western region.The urban rail transit’s operation and management mode which is suitable for Xi’an was studied in this paper by referring to the characteristics of economic, cultural and the operation modes of both domestic and overseas urban rail transit systems.Firstly, the advantages and disadvantages of the operating modes of urban rail transport were pointed and the applicable conditions were summarized by analyzing the main features of urban rail transit operating mode in main cities.Secondly, according to the principles of quasi-public goods this paper obtained the conclusion that the delivery of urban rail transit is government and the market mixed mode. This paper designed early and late operation scheme for metro line 2 and did a comprehensive evaluation.Thirdly, this paper obtained the conclusion that the operation and management of urban rail transit in Xi’an should be integration through the analysis of urban rail transit planning, urban economic strength, population and road network conditions.Fanily, basing on demonstration analysis about the investment and building of Xi’an metro 2nd Line, the paper studied the comprehensive evaluation of Integration mode, obtained comprehensive performance of Xi’an metro 2nd Line.
