Abstract


Migrant workers are a special group of China's economic and social transformation during this specificity mainly for job mobility and uncertainty . With the continuous expansion of the number of migrant workers groups , the trend of an aging population to a significant gradual weakening of the family , land , old-age security features various objective factors , on the one hand , the increasingly strong demand for migrant workers pension , while on the other hand , China basic social pension insurance is more difficult to achieve the off-site transfer of pension insurance relationship and lead to a large number of migrant workers surrender , take into account the impact of the mode of payment of the pension insurance system accounts combined faced with a move back to the population peak , an aging crisis , restructuring costs and other factors , such as handled properly may result in a higher pension breakeven financial risk . This thesis is to explore the necessity and feasibility of the pension insurance for migrant workers as the main clues . First of all, independent , comprehensive , and three different modes of inclusion type , the policy orientation of the old - age insurance system for migrant workers , payment and benefit conditions used to evaluate the respective merits, in order to clear the migrant workers pension insurance system development through a comparative analysis status quo; angle analysis based on the characteristics of peasant-workers proposed to lead to higher lapse rates and policy positioning ; third, the turnover from the history of China 's pension insurance system , management system , over the policy fragmentation management , pension insurance to participate in the main interests of the game , and discusses the factors restricting China's migrant workers pension policy development ; fourth , combined with the implementation and evaluation of the \possible obstacles of the off-site transfer of pension insurance relationship .
