Abstract


With the constant improvement of China's market economic system and the rule of law concept is deeply rooted in the hearts of the people , the country in various social fields , and actively explore the reform by gradually improve various political and economic systems , and continuous improvement of people's living standards . Endowment insurance system for the core of modern social security system is not only the social and economic development boosters , and a \System design reasonable relationship to the vital interests of every citizen , and thus have more social attention . After ten years of reform , China's urban enterprise workers pension insurance system has achieved a lot of experience , basically established a target mode and direction of further reform of the system ; civil service pension insurance pilot reform but for various reasons the long-term \basically stalled . How to increase efforts to promote the civil service pension system reform , not only to improve the civil service system , promote the inherent requirements of the reform of government institutions , the establishment of a unified and comprehensive social security system , and building a harmonious society mission of the times . In this paper, based on the history of China's civil service pension insurance system combing , by summarizing the experience of abroad and our pilot provinces and cities in the civil service pension insurance reform , the problem exists on our current civil service pension insurance system , in-depth analysis on the Construction of the civil service pension insurance system for exploratory research . This article except guide illocutionary consists of four parts . The first part of the article summarized the literature of the civil service pension system reform , and discusses the necessity and feasibility studies . The second part of combing through History and the specific practices of the pilot cities , the comparative analysis of the characteristics of the draw of the problems of the current system of civil service pension insurance system in China and the problems . The third part draws on the experience of foreign civil servants pension system reform , put forward some enlightenment to our country in the future reform . The fourth part on the basis of the above analysis , the goal of the establishment of China's civil service pension insurance system , the principle and mode .
