Abstract


Human resource was considered as the primary resource. Nowadays its cultivation, gathering, and utilization have become the important factors in the international competitions. Countryside talents, as an important part of a nation’s talents play an indispensable part in strengthening a nation’s competitiveness. As a large agricultural country, China must resolve the“issues of agriculture, farmer and rural area”to realize modernization and to bring about the great rejuvenation of the Chinese nation in constructing socialism with Chinese characteristics, in which countryside talents play an important role. Considering what has been said above, China should hold a scientific view on talents cultivating and develop a brand new scope of talents cultivation. The construction of countryside talented workforce should be considered as a significant part in invigorating China through human resource development and in the developing of rural area. Improving the education level and the quality of farmers provides intellectual and human resources guarantee in developing a new socialist countryside.Zhenhai district, as the important national developing area and the important developing area of the Yangtze Delta southern economic center of Ningbo, shows rapid economic development since the reform and opening up of China. Additionally, the construction of countryside talented workforce also gets fruitful progress. However, there are also many drawbacks. For example, the quantity, structure and quality of the countryside talents still can not satisfy the need of the social and economic development in Zhenhai District. Moreover, the motivation of the countryside talents is not obvious. And the fundamental role of market in cultivating talents isn’t fully exerted besides, the management and the service to countryside talents is inadequate and so on. These restricted the development of urban agriculture and the construction of a new socialist countryside in Zhenhai to some extent. Therefore, it is highly important and urgent to design a scientific countryside talents cultivating strategy and to enhance the construction of countryside talented workforce, in order to promote economic development in a sustainable, healthy and rapid way.Basing on Zhenhai district of Ningbo city, this thesis focuses on the topic of the construction of countryside talents and tries to find ways to strengthen the construction of the countryside talented workforce in order to promote the development of new socialist countryside. The thesis is divided into six parts. Firstly, it gives an introduction of the researching background, the researching significance, and the current researching status of countryside talented workforce construction. Secondly, it defines and explains the meaning of countryside talents, the leading countryside talents, the management of countryside talents, and the utilization of countryside talents. Thirdly, the thesis gives an overview of the current situation of Zhenhai countryside development. Fourthly, the author analyzes the experience and the shortcomings of countryside talented workforce construction in Zhenhai emphatically. In the fifth part, the thesis puts forward detailed measures and strategies in strengthening Zhenhai Countryside talented workforce construction based on the previous analysis. In the last part, the author summarizes the thesis and draws a blueprint on the future of countryside talents development.
