Abstract


It has been recognized by most people that weak self-development capacity severely limits the Northwest’s economic and social development in less developed areas, but the domestic scholars’ the study of regional self-development is still in its infancy. This paper draws on the evolution of individual cluster analysis methods,self-development ability of the district is defined as the evolution of individual group within the region and adaptment to changing external environments,at the same time a distinction between explicit and implicit evolution of evolvability capacity. Based on economic actors point of view of regional self-development is divided into individuals, businesses, organizations, government capacity to evolve. Based on the analysis, regional self-development driving force and formation mechanism,this paper presents a measure of regional self-development capacity as the main content,and make an empirical analysis of anding distract as an example.This paper argues that, changes in survival mode to achieve the ability to enhance self-development capacity will be trapped in a "circular reasoning" error. Because government has a relatively high-quality civil servants and pressure for development to achieve transformation, a breakthrough in the less developed regions should be first choice for the government.Relying on an external large-scale capital and technical support, expanding foreign exchanges and promoting economic factors, especially two-way flow of labor to break the backward concept, upgrade underdeveloped areas self development ability significant.
