Abstract

With the advent of the era of economic globalization , China 's accession to the World Trade Organization should be actively integrated into the process of economic globalization , which has a great demand for financing configured . Establishment of financial centers form the financing intermediary configuration and distribution , as well as promote economic development . Dalian as one of the central cities of the Northeast Asia , one of the five cities with independent planning already has favorable conditions for the construction of Northeast China and Northeast Asia financial center . With the CPC Central Committee and the revitalization of old industrial bases in northeast China and the development of the implementation of the policy of the Bohai Economic Rim , Dalian also as a the building northeast regional financial center development plan . In this paper, the financial center as well as a regional financial center theory based identify Dalian to sort out the financial development status in Dalian ( including banking, insurance, futures and securities ) , analysis based on existing building the northeast regional financial center advantage disadvantage, under the premise of the feasibility study , proposed countermeasures Dalian to build the financial center of Northeast Asia . Conditions necessary to build the northeast regional financial center has geographical advantages , strong economic strength , well-developed financial market , state-of-the-art infrastructure and a large number of financial core talent relaxed policy environment and a sound legal system . Dalian has obvious geographical advantages , with strong economic strength , and the development of the financial industry has begun to take shape quickly , improve infrastructure , financial radiation ability , suitable for the Northeast regional financial center . Of course , Dalian to build the northeast regional financial center also face the competitive pressures of the surrounding cities , a structural shortage of financial talent and the degree of internationalization of the financial system is not enough higher unfavorable factors . Based on the experience of other regional financial centers , the construction of the the Dalian regional financial center mode selection should focus on building a regional financial center in the market together to promote spontaneous and government support . Construction of the Dalian regional financial center , should be based on the local economy as the basis , give full play to the government-led and impetus to build diversified , versatile financial organization system , and constantly improve the construction of financial markets , improved credit environment , reduce the cost of financial transactions , promote financial innovation cultivate financial talents , improve the competitiveness of the financial core .
