Abstract


The operational risk is one of the three main risks which the banks face. Since the90s, many operational risks have existing in commercial banks in and out of China. In the New Capital Accord (2004), the operational risk was incorporated into the scope of capital supervision. Also, the China Banking Regulatory Commission attaches much importance to operational risk management. Scientific managements and preventions toward operational risk have direct effect on the development of banking. Because the study on operational risk is late in our country and the management level is lagged, operational risk incidents happened frequently. So how to improve operational risk management level and prevent operational risk on the basis of improving operational risk measurement technique is the urgent task of our banking.This thesis firstly defines the definition, classification and characteristic of operational risk, elaborates the difference and relation between operational risk and other risks, introduces the three pillars of operational risk in the New Capital Accord. Secondly, it also studies and explores the actualities and causes of the problems from macroscopic factors and microcosmic factors of operational risk in our commercial banks. Then, on the basis of introduction all kinds of operational risk measurement that was the New Capital Accord provided, chooses the Replaced Standardized Approach to measure the losses of operational risk in three domestic major banks. Finally, directing the management of operational risk, based on the causes of operational risk and the restricted element in measurement of operational risk, this thesis shows the author’s suggestions for domestic commercial banks and outside condition.
