Abstract


Dual economic structure is a state that the proportion of traditional sectors is larger than the modern economic sector. This is not only the obvious contradictions of economic structure, but also an important reason of the relative poverty and backwardness in these countries. Since reform and opening, China has achieved remarkable economic development, but in the sustained and rapid economic growth, rural-urban income gap is widening, and the dual economic structure is deepening. The highlight dual economic structure that makes a big gap between rural and urban, rural and urban dual structure of division has not yet fundamentally changed. And the structure of urban and rural economy has not yet entered a virtuous circle of track, so lagging optimized pace of the dual economic structure has become an important factor of hindering healthy economic development. To make Urban and rural economic and social development, the key is to change the urban-rural dual economic structure, establishing equal and harmonious relationship between urban and rural under the socialist market economic system. To change the status of urban-rural dual economic structure, we should continue to increase fiscal spending and expand public finance coverage in rural areas. How to use the national macro-economic measures better such as financial expenditure to transform the dual economic structure is a very difficult issue that we are in face of.In this paper, according to previous studies, we use not only theoretical analysis, and then empirical analysis such as the VAR model and impulse response analysis. Then both analysis mutual certify the results of selected variables, and propose policy recommendations. The whole paper is divided into five parts. The first part describes the background and significance of topics, and comments on the research of dual economic structure and fiscal expenditure. In the second part, firstly we describe in detail the size and structure of fiscal expenditure, and then define the concept and cause of dual economic structure. Next part writes the effect relationship of each several aspect of financial expenditure and dual economic structure. Finally, we use some statistical methods such as the unit root test, granger test, VAR model and impulse response analysis to make empirical research on issues, and put forward policy suggestions.
