Abstract


The seventeenth Party’s National representative assembly firstly put forward the conception of "individual moral construction", this is a new task based on summing-up practice experience of our country’s long term socialism moral construction and combining current social morality status as well as analyzing the demand of social development, which is supplement and consummation for the socialism moral system. Civil servant is a special professional colony, their individual morality always be focused on by the society. The individual moral construction locates in demonstrative leading position in the social individual moral construction, o be the most important recourses and support of serving-type government, the civil servants shows a lot of misshape problems in individual mortality recently, brings certain negative effects to party’s construction, composing serving-type government and socialism harmonious society.Aiming at above questions, this paper look back to the beginning of issuing the definition of construction for individual morality, expatiate the orientation of civil servant’s individual morality, value dimensionality and era’s requirement, conclude the achievements of the construction for civil servant’s individual morality, the behavior of misshape of civil servant’s individual morality, analyze the reason for this misshape, and at the same time, emphases on discussing the path for construction of civil servant individual morality based on referring Chinese traditional highlights of administration theory and advanced experiences for construction of civil servant individual morality in the developed countries, in order to supply a good idea for the forwarding research and practical operation of the construction of civil servant individual morality.
