Abstract

Street children pervasive are the social phenomenon in the world, but also the social problems of universal concern. The social conditions of this special group about street children, has been extensive concerned by governments and scholars. In the past years, our government and related social organizations have also done some corresponding exploration and practice in this regard, the situation of street children has been improved to some extent, but it is not the over-night work in order to achieve effectively alleviation and fundamental solution for the problem of Street Children. If the problem of street children is not properly handled, on one hand, it may hinder their mental development and distort their personality, and thus not conducive to children’s own development; On the other hand, it is probably for some Street Children to be inducted and accept the bad moral concepts and values of others in the process of rove, there will appear some anti-social behavior and criminal behavior, and thus endanger harmonious society construction and overall image. Therefore, the relief and protection of street children is of great urgency and we must have some better policy.In order to understand the basic situation of street children systematically and comprehensive in our country currently, analysis the basic outlook of social assistance practice what we have taken for this part of the special groups, and seek ways further to address the social problems of China’s street children better by social assistance, I selected The Street Children Protection Center of Changsha as my social relief stations, I adopted social research methods of random and focused on the street children whose age is from zero to sixteen years old in the center.Then taking 200 sample as the basic object of investigation and study, through integrating the analysis methods of quantitative and qualitative, it is helpful to construct the basic framework of my paper.In my opinion, the family and the society are two pillars essential for children who are growing up.This paper straightens out the practice of social assistance related about the street children in China, from the basic situation and its causes of our country, based on the relevant field surveys and data compilation. Finally, this paper proposes the corresponding countermeasures to solve the problem of street children’s social assistance; it is explained mainly from two sections which is the family and society. In order to further improve the model of social assistance regarding the street children in china, solve the problem of street children, this paper proposes the view that social assistance measures must contain two aspects of prevention and social return. Specifically, the prevention mechanisms include: Family prevention-solve the "problem families" with great efforts, construct monitoring system for the guardianship of minors; Social prevention-improving the laws and regulations and related systems about our street children, developing the economic, establishing and improving rural social security system, reforming the system of education deeply. The mechanism of assistance and return contain:Family reunification-First, we must try our best to bring them back to the real "home" for the children who has a complete family or specific guardian. Second, we can use the model of "Family foster care" or "Class families" for the children that whose family has been broken and even without families so as to achieve the purpose that all the children can really return to "family"; Social return-Rescue the street children energetically and forcibly, increase the building of social assistance institutions themselves, and set up a psychological intervention in mechanisms of street children, promote the normal socialization of street children through education,establish the mechanism of community intervention and the perfect coordination for all parties and so on. Construction of model based on the paper, I hope it is valuable to improve the environment of social assistance about street children. I think it is helpful to improve the work efficiency and quality, then the street children will all return to the family and society with successful growing.
