Abstract


In the 11th five-year period, CHINA government puts forward implementing small and medium-sized enterprises′growing project. This was an important strategic decision which persists the scientific concept of development and promotes the development of small and medium-sized enterprises. It, encouraging and supporting conditional small and medium-sized to walk out, will be our country′s one long term and arduous task.Organizing FDI and taking part in international division is one mean which enhances the competitiveness of small and medium-sized enterprises. At present, the FDI of our country′s small and medium-sized enterprises mainly concentrate in developing countries and surrounding areas, with less investment for developed countries. To international enterprises, the technical level, management system and financing level are relatively backward. Facing the pressure of industrial upgrading and the opportunity of RMB appreciation, organizing FDI in developed countrys is a good choice, which can increase themselves. In investment, due to the restriction of small and medium-sized enterprises′strength, the competition with international enterprises is very difficult. Industrial cluster is geographically concentrated body of many small and medium-sized enterprises. It is an organization between enterprise and market, which has overall competitiveness. It provides a platform for small and medium-sized enterprises when participating in the competition. Therefore, researching the problem, which CHINA′S small and medium-sized enterprises invest in developed countries′industrial clusters, is particularly important and urgent.This paper first reviews the international direct investment theory, industrial cluster theory and the relational theory between industrial cluster and FDI. The second step, we analyze the present situation and necessity of small and medium-sized enterprises′FDI to developed countrys. We establish a theory model to put forward that cluster resource and network factors are key reasons which attract small and medium-sized enterprises′investment. At the same time, through the concrete theoretical analysis, we study why industrial cluster can enhance competitiveness of small and medium-sized enterprises. This is the main part of the essay. The article mainly uses empirical analysis and theoretical analysis. We discuss which ways the small and medium-sized enterprises should choose when they invest in developed countries. At last, we think , it, investing in industrial cluster of developed countries, can improve the competitiveness of small and medium-sized enterprises.
