Abstract


In order to meet the development needs of highway construction deal with the new situation after China’s accession to WTO requirements, according to the《PRC Tendering and Bidding Law》and《Highway Law of the People’s Republic》, the Ministry took the lead in the field of construction bidding purposes of the survey and design System. The introduction of competition mechanism field of highway engineering survey and design and carry out survey and design of highway engineering tendering and bidding activities in the field of road construction is a reform and the attempt.This paper,《Tendering and Bidding Law》and《Contract Law》and other related laws and regulations, on the 2011 edition of《standards of highway engineering survey and design documents》(hereinafter referred to as《standard document》) for analysis. By interpreting the《standard document》, to find out the improvement of the terms:First, the results highlight the feedback role in bidding, the second is to regulate the terms of the bid rejection setting, the three fixed-price score is a new, four is to refine the Rating rules, reducing the influence of human factors.Secondly, the owners of units should be how to use the《standard document》the real change in terms of selected design units, how to design units for the《standard document》the new requirements, preparation of tender documents to improve the successful rate; and through the engineering example of the《standard document》New bid to analyze ideas. Contract management, emphasizing that the owners and the designer each other, each doing their work and their obligations to the project do a better job faster.Finally, the author of the design in recent years, the actual situation of the tender put forward their views on the design of the tender:first, preliminary design and construction design combined tender, the second is to improve the rate quoted in the bid evaluation methods to improve the design value of the management unit level, to The effect of project cost savings and the third is an increase in the design supervision of the implementation process and improve the design level, four is the green, green road concept to design tender.
