Abstract


Today, more than 22 aerospace industrial parks, bases and air cities have been launched by many local governments in our country. It is widely recognized that the establishment of the aviation industrial bases will come into favorable industrial cluster effect, and pull the development of other related high-tech industries to provide good chance for the local and national economic development and industry transformation. This industrial base was established in August 2004, officially approved by the National Development and Reform Commission, and started building in March 2005. It is a national level aviation high-tech industrial base that combines the aero-technology research, aviation industry personnel training, services in aviation industry, and aviation equipment manufacturing as well as its processed auxiliary parts and others together. Aviation industry is of great importance to a country, which takes the main responsibility of guiding the development of civil aviation industry in our country. Xi’an Yanliang National Aviation Industrial Base is a model for the diversified development of our aviation industry. For the provinces and/or the cities, Xi’an Yanliang National Aviation Industrial Base is also an important platform for the local governments involving in the development of aviation industry.After a brief introduction of the base construction project’s situation, this paper analyzes the construction projects of the sewage plant in this base from five main aspects of quality, economy, society, ecological environment and sustainable development. Additionally, we establish a comprehensive assessment model for the extension of the construction project creatively with extenics as a theoretical guideline, which is a new branch of science that utilizes multiply three subjects of systems science, speculative science, and mathematics; and we also gives some details about the model’s theory and procedures in this paper.While analyzing the Xi’an Yanliang National Aviation Industrial Base, extenics is discussed here to offer a new thought for the similar research; hoping it will provide the departments in provinces or cities and the local governments a scientific basis for decision-making. And to conclude, we wish the construction of the project of Xi’an Yanliang National Aviation Industrial Base could be implemented successfully and finished early.
