Abstract


With the rapid development of China highway construction, the competition of supervision market is getting fierce, the supervision companies are in urgent need of a sample which could help to compile the technique and organization document fast conveniently and reliably. Pavement engineering construction supervision plan is the technique document which helps guiding the supervision organizations to start work. However, currently there are only the principle regulations for the supervision plan, there are still no special and operational templates and it could not meet the practical demands of the supervision companies. Base on that, this thesis made research on the compilation of the pavement engineering construction supervision plan template combined with the products remaking research of the Shenzhen Highway Engineering Consulting Company. The purpose is to provide a guidable, practicable and reliable template for the practical workers.Based on it, this thesis mainly solves the following two problems: A: detail all the pavement engineering construction supervision works completely and systematically. B: propose the detailed work methods and measures from the aspects of establishing a template. Meanwhile, considering compiling a complete template, this thesis also made proposes towards other contents of the Pavement engineering construction supervision template.Towards the issues of supervision for road construction, this thesis constructs the basic framework of the supervision work breakdown mainly based on the current domestic work on the provisions of highway engineering supervision, combined with supervision of work procedures and the characteristics of pavement engineering construction, comprehensive current literature related to conduct multi-level work breakdown.The research target of pavement engineering construction supervision methods and measures mainly reflects the process of pavement engineering construction supervision of major control strategies. It should focus on management aspects of the control and has the pavement engineering’s features. Therefore, this thesis firstly constructed closed-cycle positive control system. The method and measures for quality supervising, progress supervising, cost supervising, safety supervising, and environment supervising are compiled based on this theory. The multi cases method is also applied to test on the proposed quality supervision works and measures. For the management of other content of the contract, the methods and measures are compiled according to the standard bidding documents of national pavement engineering project (2009 version). The general conditions are the foundation and the other relevant regulations are combined.At the same time, the thesis also made research on other contents of pavement engineering construction supervision plan. The literature review and case analysis methods are adopted to identify the factors of project general conditions. Referring to the standard supervising bidding documents of national pavement engineering project, the work scope of supervising engineering is set, the target model is constructed and the basis is collected. The secondary supervising organization is drawn and the team’s constitution is given. Based on the current regulations and thesiss, the duties of supervising engineers are divided. The main work procedure is concluded. The concluded pavement project may include test of equipment, and the models are given from the aspects of template.
