Abstract


With the rapid development of economy of Hengnan County, the demand for construction land is increasing rapidly. A large number of arable land will be consumed to meet the demand for construction, which will bring pressure of arable land protection and land supply of Hengnan County with Obvious contradiction between human and the earth and per capita arable land of 0.87 mu (1.39 mu per capita arable land Nationwide). As an effective way of the optimal layout and to achieve balance of arable land, rural residential land consolidation plays a significant role in the urban and rural development and land intensive utilization. Therefore, the study on rural residential land consolidation of Hengnan County is significant to alleviate the contradiction among scarcity of land resources and the demand for construction land and Arable land protection, and promote economic and social sustainable development during the period of rapid economic development in Hengnan County. And it also can be considered as reference to other regions. In this paper, rural residential land consolidation of Hengnan County is systematically studied by using the PSR model:(1) Basic Theory. Generalize and summarize previous research results, and overview the theories and research methods of rural residential land consolidation, and conduct the PSR model of rural residential landconsolidation;(2) Driving Forces of Rural Residential Land Consolidation (P model).After the analysis of existing rural residential land in Hengnan County, we propose some problems as follows:Scattered layout, Intensive use of low level, Large land area per capita and poor living environment; through factor analysis, we know that social environment, economic development and intensive land use are important factors of rural residential land consolidation, and according to composite scores of driver and the cluster grading, driving force of the Consolidation were graded is graded;(3) State Analysis of Rural Residential Land Consolidation (S model).First, combining rural residential land per capita comprehensive standard calculation method with Idle homestead sampling method, obtain that the theory potential for rural residential land consolidation of Hengnan is 4595.40 hectares, amending the theory potential through establishing restrictions index system under restrictions, estimating that real potential for rural residential land consolidation is 1850.57 hectares. Second, constructing the evaluation index system from consolidation potential, economic development and social environment by using AHP, then evaluating and grading the suitability for rural residential land consolidation. The results shows that nearly 2/3 of towns are located in gradeⅠandⅡ,and the overall suitability of rural residential land consolidation is higher.(4) Response Analysis of Rural Residential Land Consolidation (R model).Based on the analysis of driving force, potential and suitability, the central town areas, landscape ecological protection areas and prime farmland protection zone are divided. Consolidation Models are proposed as follows: Urbanization, the overall transformation of moving off-site, central village building and agricultural comprehensive development. Finally rural residential land consolidation policies are designed from the system, fund raising and public participation.
