Abstract


The thesis based on recalling the development history of China’s and Japan’s state-owned forest, introduced the current situation of two countries’state-owned forest management, from concept guidelines, executive system, management system, tax and finance institution, legislation as well, identify the aspects of protection between the two countries in the same state-owned forest management and the differences, in particular Japan’s unique institutional innovations, combined with the historical development, current conditions, the specific forest conditions and other factors analyzed Department generate reasons for similarities and differences, summing up the reform of the Japanese construction management, and the experience gained, to find the inspiration.The comparative analysis concluded that:Construction of China’s state-owned forest make a significant contribution to social progress, the country’s economic development, and environment protection. However, factors of poor management system of state-owned forest economic midst of these difficulties, establish reasonable and effective management system of state-owned forest is very necessary and urgent; Japan’s national forests through fundamental reforms of state-owned forest enterprise, a long-term accumulation of many of the problems have been resolved to a large extent, Japan’s current national forest management in many ways is more advanced and reasonable;China and Japan there are similarities and differences in the management system, their own characteristics, advantages and disadvantages of each party, including:The cause of the two countries for the development of state-owned forest management guidelines are consistent; two state-owned forest has very different administrative systems; countries have followed the same classification of business concepts and mechanisms, while there are some countries in accordance with their national conditions establishment of operating mechanisms, and the Japanese national forest contracting experience is also the state-owned forest tenure reform provides reference points:adhere to the strict constraints of contract audits and You Jing Ying; Zai achieved after the effective incentive motivation, by the way modern business organizations scale operation of the organization; both fiscal and financial policies to spare no effort great support through the National Forest in the development and construction; 2 States attaches great importance to the laws and regulations of the state’s important role in forestry management, Legislate under the circumstances and according to law forestbut the supporting laws and regulations we have a certain lack of respect.
