Abstract


The new rural development is to solve rural issues, narrowing the gap between urban and rural areas to achieve a harmonious society, and rural infrastructure construction is the core of the new rural construction. The rural-urban divide policies have led to long-term system of urban-rural dual structure is the root cause of the backward rural infrastructure, the imperfect rural infrastructure investment and financing system, the Government of the flaws in the decision-making mechanism and management system to further expand the gap between urban and rural development. The scientific concept of development requires us to balance urban and rural development, and increase investment in infrastructure construction in rural areas. Since 2004, eight consecutive Central Document No. strengthen agricultural and rural infrastructure as an important measure to promote the reform and development in rural areas. Eleventh Five-Year period, the country has made great achievements in rural infrastructure. Rural economic infrastructure development with remarkable results: the water infrastructure in rural areas to take new steps in; Mastery level of rural roads and patency substantial increase; rural power grid structure significantly enhanced. Rural social infrastructure construction has made great progress: rural education infrastructure conditions further improved; rapid development of rural public health infrastructure and cultural infrastructure construction. But on the whole, rural infrastructure is still there are many problems in the infrastructure development of the rural economy is lagging behind, lagging behind the development of rural social infrastructure, investment in the supply side, the main vacancy, inefficient and so severely restricted the construction of new countryside development. Backwardness of rural areas, in order to fundamentally change the true pattern of the formation of the integration of urban and rural economic and social development, but also need to pay a long-term unremitting efforts. Draw on the analysis of the new rural construction experience in South Korea, Japan, India, revealed to us in rural infrastructure to adhere to the policy of the urban and rural, to promote the integration of urban and rural development, highlighting the core status of rural infrastructure oriented to the needs of farmers guide farmers to form a new cooperative organization, effective management and maintenance of rural infrastructure. Scientific reconstruction of rural infrastructure construction and supply system in urban and rural development perspective, the focus of this article. In the process of reconstruction of the first to give full play to the leading role of government, to improve the government's public service, establish and improve the integration of urban and rural development system, the Government to provide guidelines on the direction, funding, technology, human resources in rural infrastructure support; followed in the same time to strengthen the status of government-led, encourage the participation of the main players in the market and other social subjects, to build a diversified rural infrastructure supply system, the formation of a joint force of development through interaction and cooperation; once again to establish farmers demand-led supply decision-making system, play to the initiative and creativity of farmers, improving supply efficiency. Finally, to explore the diverse form of supply and financing channels, to provide financial security for the smooth development of rural infrastructure.
