It firstly introduces the rural talent resources research purpose and meaning, research status, research contents and methods, focusing on the domestic and foreign research status of introduction; Then on rural human resource development, the basic theory of the related concepts and has formed a theory expounded respectively; The emphasis from rural talent resource development which the present situation, the major achievements in statements at the same time, and the practice of rural human resource development which the problems and causes, and has analyzed the deviation, summed up as understanding of bondage and conditions of the mechanism of restricted; Finally puts forward to want to improve knowledge, from scientific plan, policy incentives, perfecting the mechanism which aspects to speed up the rural talent resource development.
