Abstract


Content:The early stage of Republic of China was a critical period for the comprehensive transformation of traditional agriculture. With internal and external threats and warlordism, the agricultural crisis was getting worse. A series of agricultural reforms was implemented in the early Republic of China, a number of new rules was issued to help the development of agricultural economy.This paper expound the mainstream of agricultural thought in that time, arrange and sums up agricultural institutions, policies and regulations, analysis the effect of agricultural policy reform, discuss how much influence the agricultural policy make on the agricultural development during time.This paper argues that:in the early stage of 20th century, some people made a comprehensive review of the status of agricultural development, use new perspective to think the relations of agricultural-industry-commerce, continue to uphold " physiocracy quintessence, and learn from western civilization, giving new meaning to agriculture theory. In the early Republic of China, agricultural agencies from central to local did reform on the basis of xin-zheng reforms in the Late-Qing, division the responsibilities more clearly and more specifically. Administration department issued more than 30 rules during over 10 years, include farming, animal husbandry, forestry and fisheries. The history shows that:the innovative initiatives at that time is reasonable, new organizations like farmers association, proving ground, reclamation company and so on made large progress, the commercialization of agricultural products trends was speeding, the traditional agriculture finally walk in front of the modern agriculture by the whole reform.In this paper, I use new economic history research methods, make an empirical and comparative research on agricultural development from the late Qing to the Early period of Republic. At the same time, we absorb other methods of modern economics:theory and research methods in regional economics, industrial economics and other related disciplines. By full possession of historical data, detailed historical study and absorbing a variety of theories, we carry out multi-angle studies, and based on grasping the law of development of Chinese modern history, strive to give a comprehensive explanation of the agricultural development at that time.This paper includes 4 parts:Chapter 1 the preface. This part is mainly about literature review, research purpose, research methods, research significance, research contents and ideas of the introduction;Chapter 2 the thought of agricultural in the early Republic of China. This part expatiate the mainstream of the agricultural thought form three aspects, include the relations of agricultural-industry-commerce, invigorate agriculture through scientific and technological advances, and guide of government. The new thought of developing agricultural at that time is the stressing in this part.Chapter 3 the agricultural institutions and policies in the early Republic of China. This part expatiate the settings of agricultural institutions from central and local, and introduce the functions of the related department, expound the agricultural rules of farming, animal husbandry, forestry and fisheries, in case to explore the government’s plan of developing agriculture.Chapter 4 the development of agriculture in the early Republic of China. This part introduce new organizations like farmers association, proving ground, reclamation company and so on, these organizations had made large progress. Besides that, this part analysis commercialization of agricultural products at that time, and discuss some problems in the reform.
