Abstract


Since the reform and opening in China in an increasingly prosperous social economic tide, The government management research has caused more and more attention by the governments all around the world. Change a stride to advance as our country city ,large quantities of one country collective land by commandeer ,produced many lost territory farmer consequently. But with the socialist market economy is developing, there are some defects are increasingly show off, because of land expropriation caused social contradictions more and more outstanding, especially for land expropriation of farmers’living levels dropped, unemployment problems becoming more and more serious, it has become one of the important social stability factors .In the process of land expropriation ,due to the related land requisition legislation defects and Land requisition operational reasons such as illegal operation and so on, which causing such as land expropriation is too broad and compensation standard too low, the allocation of land requisition compensation, some villages and towns management are irregularities, the service is not in place etc. These situations damaged the interests of farmers seriously.Base on the perspective of the new public service theory, new rural construction as the background, take L provinces N municipal government for example, analyzing create a service-oriented governments theory, the functions of government transformation on the base of learning from the overseas advanced experience ,demonstrates the feasibility of government function change countermeasures for further study, with regard to safeguarding the interests of farmers and stability of rural social order, perfect our country’s rural collective land requisition legislation, to establish the socialist market economic system of new land expropriation system. Finally, had pointed out affects the town transform the government functions the factor, proposed advances town shift the government functions certain policy suggestion.
