Abstract


In the field of international trade, agricultural security TBT (Technical Barriers to Trade, TBT) both technological progress and an important manifestation of human civilization and progress, it may be inter-country trade protection, the main technical tool. \After entering the new century, China's agricultural exports in foreign trade exports in the proportion has been declining, and since 2003 has remained China's agricultural export trade deficit pattern. Although this pattern is formed by the balance of domestic agricultural demand induced by a variety of factors, but it is undeniable that some of our agricultural exports there are security issues, foreign technical trade barriers insurmountable deficit is causing a major reason. China's exports of agricultural products to enhance the level of security can not only improve the international image of China's agricultural products, but also for expanding the employment of farmers and farmers' income, to promote far-reaching restructuring of agricultural production. Therefore, improving the safety level of agricultural exports is imminent. Endanger safety of agricultural products there are many factors, rather farmers agricultural production behavior is related to the safety of critical human factors. This article by Binary Logistic model and principal component analysis method to grow wheat in Henan Province 12 village households survey data were analyzed to explore the impact on farmers to produce safe agricultural factors and the willingness of farmers to produce safe agricultural influence the behavior of the quality control factor, in order from the source improve the quality and safety of agricultural products, production safety to guide farmers to have some reference. The conclusions are as follows: (1) the main body of wheat in Henan are scattered farmers, agricultural average older participants, mostly women. As individuals age, gender and education level and other characteristics of different agricultural producers on the safety of agricultural products of different cognitive sex differences. (2) This paper analyzes the model of agricultural production safety factors, the results showed that participants in agricultural age, gender awareness and safety of agricultural products for farmers economic factors are all safe agricultural production of the willingness and behavior have varying degrees of impact. And government regulation and services in both models failed the test of significance, indicating that the government's role has not been fully realized. Governments should establish and improve a variety of policies and regulations, and services from regulation to guide and encourage farmers to produce safe agricultural products.
