Abstract

In March 2006 the National People's Congress, Premier Wen Jiabao announced the abolition of agricultural taxes in the country, which means that Chinese farmers began to enter a zero-tax era. At the same time, although the abolition of agricultural taxes to reduce the burden on farmers, but indirectly weakens the township grass-roots government's financial capability, so that the supply of quasi-public goods in rural areas the situation has become more severe. In view of this, combined with the emergence of foreign market-oriented reform of public goods and Rural wave quasi-public goods market supply of practice, we study rural quasi-public goods market supply problems and put forward corresponding countermeasures and suggestions, hoping to expand the rural quasi- supply of public goods channels, ease the supply of quasi-public goods in rural areas benefit situation. This article first quasi-public goods in rural areas and their related concepts defined, quasi-public goods in rural areas elaborated classification criteria, and thus quasi-public goods in rural areas the government will supply and market supply efficiency compared to rural quasi-market supply of public goods provided basis. The next paper selected quasi-public goods in rural areas is an example of rural Shandong electromechanical market for a case study and found that the rural market supply of quasi-public goods affected by multiple factors, the most important factor for the farmers' income levels and government policy. Based on this, combined with our market supply of quasi-public goods in rural areas of practice, this paper also analyzes the market supply of quasi-public goods in rural areas are facing problems: including credit constraints, the external effects caused by the problem of insufficient supply, rent issues and property rights are unclear issues . Based on the above analysis, we draw their own conclusions: Compared with the government supply, quasi-public goods in rural areas there is a comparative advantage in market supply, while the quasi-public goods in rural areas is the need of the market supply conditions; rural quasi-public supply of products in the market does not mean denying the role of government, on the contrary, only the two co-operate to improve rural quasi-public goods market supply level. Next, the paper puts forward the corresponding countermeasures, mainly to broaden the financing channels for market providers, reasonable arrangements for the supply of public goods in rural quasi priority order, a sound system of property rights, improve the degree of organization of farmers and government roles and functions change.
