Abstract


As two means of easing rural poverty in China, Anti-Poverty Development and Rural Minimum Living Standards Security System play an important role in promoting rural economic development. Twenty years of anti-poverty development policies significantly reduce poverty in rural areas, and has created important conditions for establishing minimum living standard security system in all the rural areas of the country. At the same time, establishing minimum living standard security system played a role in safeguarding for solving the rural poor people’basic survival problems. Rural minimum living security system is the“inputted-blood type”relief,and pay more attention to survival right; meanwhile ,rural anti-poverty development is the“creating-blood”type poverty alleviation, more attention is the right to development.. Minimum living standard security system make a reveal all the details of the institutional arrangements to non-development ability poor people , and maintain their basic survival through the relief; while, rural anti-poverty development give more support to ability poor people and promote their poverty. With the Central Committee Document No.2010 proposed on”effective interface between anti-poverty development and rural minimum living standards security system pilot, and implementation poverty alleviation and development policy to rural low-income people”interface work begin pilot around all the county. The interface provide safeguard for perfecting rural social relief system, narrowing the urban-rural gap and solution rural poverty problem fundamentally. In March,2010,Municipal Poverty Alleviation Office and other five ministries issuing“the notice of implement views on effective interface between anti-poverty development and rural minimum living standards security system pilot”, made provision on the interface work, and begin pilot implement.The article through collating and summarizing poverty and anti-poverty theory, review the rural poverty alleviation and development policies, and the implementation process of rural minimum living standard security system. Meanwhile, make a survey the implementation in Chongqing and analyze the issues in the process. Also understand the interface include three levels: program level interface, the policy level and management level.Finally,on the basis of the analysis issue in the interface process, proposed the main principle of establishment of interface mechanisms and the approaches to achieve an effective interface.
