Abstract


Energy is the economic and social development and improving people's living standards is an important material foundation. Rapid economic development in China on the road , energy plays an increasingly important role , but because China has not yet rid of extensive , high-energy economic model , economic development environment also suffered serious damage. Thus, China's social and economic development must deal with energy development and protecting the ecological environment relations and actively accelerate resource -saving and environment -friendly society , taking a new road to industrialization, the only way to realize China 's economic and social comprehensive, coordinated and sustainable development. Northern region is rich in coal , oil and gas and other resources, relying on resources , Yulin establishment of the National Sustainable Development Experimental Zone . Experimental area resources development and utilization greatly promoted the northern region and the country 's economic development, but at the same time , but also the corresponding encountered many problems, such as waste of resources, surface subsidence , environmental pollution, soil erosion, and other security risks , extremely unfavorable to the sustainable development experimental zone . On this basis , the paper by using the theory of sustainable development , regional economic growth pole theory , energy economics theory as the theoretical basis , combined with the national experimental zone development and construction of the actual situation , through the experimental zone to analyze problems , Finally the corresponding experimental area proposed construction of a scientific and reasonable countermeasures. This construction of the experimental area has a very important practical significance. In this paper, Yulin National Sustainable Development Experimental Zone own research is the paper's innovation , this study aims to explore the development of a suitable experimental zone building measures , which rely on scientific and technological progress , build rational exploitation and protection of the ecological environment technology system ; strengthen regulations , strengthen law enforcement efforts ; strengthen water environment , alleviate bottlenecks in water ; improve the promotion of the national experimental zone system, and fiscal policy measures , the future development of the experimental area to provide a theoretical basis for the same experimental area development has an important role in learning and theoretical guidance .
