The problem of water resource development concerns every respect of economy, socialty and envioriement. Water resource development not only supports the development of socialty and economy, but also maintains balance of eco-environment and survival of human-beings. It is an important issue of 21st centry to develop water resource correctly and establish a reasonable developing strategy. As a new economic development area, Binhai new area is going to lead the development of China. So water resource developing strategy of Binhai new area becomes an important problem.The paper summarizes theories about water resource development, raises up sustainable development strategy of water resourse based on environment-oriental theory, and excitation mechanism of water resource development. It analyzes the situation of Binhai new area’s water resource development in two respects, which are environmental situation and management situation. Conflicts between supply and demand and multihead management are main problems. The paper also analyzes the multiple ways of water resource development: surface water, groundwater, rain water, regenerated water, ocean water and foreign water. Furthermore, with the help of ANP method, the paper analyzes and evaluates the ways of water resource development. By calculation of Super Decisions software, the paper gives the conclusion that regenerated water and rain water are the better ones. The paper constructs the water resource development stagety by giving princeples of balance of supply and demand, rational distribution, water environment protection, harmony between human and water, and revolution promotes development. At last, the paper gives the solusion of new water discovery, uniform management, water resource fee collection, and saving on water.
